603.  SCHEMES AUTHORISED BUT NOT YET IN OPERATION

(1) Manchester Part 2. (S.E.Lancs.)

First part of scheme introduced on June 9th, 1958.  Remainder of scheme would be put into operation as units are delivered.

(2) Liverpool, Lime Street - St.Helens - Wigan

Noted that scheme authorised by Works & Equipment Committee on July 23rd, 1958.

604.  SCHEMES SUBMITTED TO B.T.C. BUT NOT YET APPROVED

St.Pancras suburban scheme

Noted that scheme had been approved by the Area Board and had been submitted to the Commission for authorisation.  The Chairman said that meetings had been held on July 21st and August 14th at which Commission officers were present to consider various aspects of the St.Pancras and Marylebone suburban schemes and minutes had been circulated to departments concerned.  Regarding the interior design of the vehicles, Mr.Gould had subsequently attended a meeting of the Design Panel and had reported that the Panel accepted the L.M.Region's view that high-back seats are desirable for the St.Pancras suburban stock.  The Panel did not like transverse racks, and Mr.Gould had intimated that the L.M.Region were not interested in the racks as such but in their value as handholds for standing passengers.  Mr.Gould had accepted the compromise that the L.M.Region have the high backs incorporating some form of handhold to be designed, but the racks would be longitudinal over the windows.  He had also accepted the C.6 vehicle in place of the C.2 non-corridor compartment vehicle on the understanding that all the accomodation would be second class.  Mr.Stanley would consult with Mr.Gould on these points.

605.  SCHEMES UNDER CONSIDERATION BY COMMITTEE BUT NOT YET SUBMITTED TO B.T.C.

(1) Marylebone Suburban services

The Chairman referred to the meetings held on July 21st and August 14th to consider various aspects of the Marylebone scheme.  Mr.Gould said that subsequently difficulty had arisen in regard to seating accomodation and the Western Region now wished to restore first class seating on the High Wycombe line.  It was felt that the same seating should be applicable to both the Marylebone and St.Pancras services, otherwise restriction would be placed on the stock being interchangeable, which was undesirable.

After considerable discussion it was agreed that Mr.Dow would initiate discussion with the Western Region with a view to a common policy being agreed and would submit report.
