6.     Preliminary steps have already been taken by the Chief Carriage & Wagon Engineering Officer, British Railway Central Staff, to obtain from carriage building manufacturers offers of design and manufacture of suitable vehicles.

Further work must await specification of the requirements for performance and seating capacity, which can only be given after Regions have given consideration to the needs of the particular services.

7.     It is recommended that the Commission approve the principles in this paper and give instructions for the trials described therein to be undertaken at the earliest possible date.

Necessary arrangements should be put in hand by the Regions, consulting the Chief Officers of the Railway Central Staff concerned as required.
